Local Tools and client setup

 Experts,                            I have  my  proj dbffile,srf file and i know the user id and password , i dont have the tools and client cfg files, is it possible to use Out of the box  cfgs?  is it posible to udpate the OOB ?  i am trying to stup my local connection ,
