Disallow Component Return when not issued to a WO

We are on 12.1.3 and have noticed that you are allowed to perform a WIP Comonent Return from a standard discrete Job even if that  component was not issued to the job thus creating extra onhand .Is there any way this can be disallowed ?

For lot and serial controlled items you can have the profiles validate returned lot and validate returned serial check if you are returning teh lot/serial that you actually issued to the WO but if the item is neither lot nor serial there does not appear to be any profile /parameter to prevent that
