UCM Transaction Manager - Issue

Hi,I am using Siebel UCM 8.1.1.4 I am facing some issue with record transactions.
Scenario is explained below.

Siebel Message contains details of two Account (A and
It is bascially a Account Transfer scenario.

A is a new Account(copy of Account B except for new user key fields) yet to be created in UCM.

B is existing Account, Status will be set to Inactive and End Date will be populated.

I have merged A and B in one Siebel Message using Workflow Utilities - Echo method.

I have verified Input message to SOAPExecute method of Transaction Manager, it contains correct
