Custom Tab Content for 11gR1

Hi All, 
As part of contributor UI customization documentation there are no instructions on how to creating custom menu items that launch a new tab . Has anyone come across this requirement and if so are willing to share how to do this?  This could be used to create a custom reporting pages that are launched from the menu system.
