Provision to apply late charge amount if supplier have not delivered said promised date

Can Oracle purchasing having the provision to apply late charges if supplier has not delivered the goods in said dates.

vesion 12.1.1.

We need to decrease the respective amount from ap invoice.

can we have tolerance with promised dates. Like 10,20,30 % so that if promised dates is check the tolerance dates and decrease the amount 10,20,30
