Increase quantity in internal sales order - R12.1.3

I would like to know the setup on OM to increase the quantity for Internal Sales order. I found the below note but it is not working and getting the same error as "Error: Delivery xxxx cannot be ship confirmed. Pls refer the attached screen print of error.

Please quote the version of Oracle you are using. If its Release 12 it is possible and changes are automatically propogated back to the Internal Req.
Go to the Processing Constraints Setup from OM super user and query Order Management App and Order Line entity and Operation update, attribute request date and user action not allowed -uncheck the enabled box for the validation template Internal Order.
