ERMS: Auto-ACK email fails to be delivered; RB_MAILROUTE process shows: "You cannot enter more than

SYMPTOMS:

ERMS:   Auto-ACK email functionality is turned on (from ERMS Mailbox Details), yet the Auto-ACK email is not delivered.   In the RB_MAILROUTE process Message Log and trace file are the following errors, in this order:

1612665  19.20.25     0.000028 Cur#11.31653950.CEHDDVG1 RC=0 Dur=0.000000 Bind-4 type=2 length=40 value=CM API Error Handler has error messages
1612670  19.20.25     0.000031 Cur#11.31653950.CEHDDVG1 RC=0 Dur=0.000000 Bind-4 type=2 length=70 value=3(17834,5595) - You cannot enter more than 0 package(s). (17834,5595)
1612675  19.20.25     0.000027 Cur#11.31653950.CEHDDVG1 RC=0 Dur=0.000000 Bind-4 type=2 length=69 value=1(91,37) - Error saving Component Interface. {RBC_REQUEST_CI} (91,37)

CAUSE:    The cause of the problem comes from this error message:  You cannot enter more than 0 package(s). (17834,5595).    The package count cannot be 0 (or blank) in the field.
