Creating Jobs Programmatically

I originally posted this question in the Procurement community, but was directed over here.

We are finalizing our Purchasing/iProcurement installation and one of the tasks I have is to create a process that will keep our "library" of Jobs up to date on a daily basis so that our employees can get the proper job assigned when our Employee Update runs (we have a shared HR installation as we run Lawson for HR and get a daily feed from them with employee data).  I'd like to set up a concurrent program that will use the list of incoming jobs to compare against what currently exists and then create any new ones, if necessary.  My
