8.1.1.0 (from 8.1.1.9 download) Image Creator not creating Siebel_Enterprise_Server or Siebel_Web_Se

Wanted to see if anyone downloading the 8.1.1.9 Media pack has experienced this:

I downloaded the 8.1.1.9 release from the eDelivery cloud. I used the Windows_ImageCreator to create the Install Image, but the Siebel_Enterprise_Server and Siebel_Web_Server_Extension folders were not created for the 8.1.1.0 image. They were created fine for the 8.1.1.9 maintenance release.

I did confirm that the following files were in the same folder as the Image Creator:

SBA_8.1.1.0_enu_Windows_Siebel_Enterprise_Server.jar
SBA_8.1.1.0_enu_Windows_Siebel_Enterprise_Server_3rdparty.jar
SBA_8.1.1.0_enu_Windows_Siebel_Web_Server_Extension.jar
SBA_8.1.1.0_enu_Windows_Siebel_Web_Server_Extension_3rdparty.jar
