Notification for Rule Not Working

 I'm working in 11g. I have a rule created to notify on job completion for specific jobs.  I've set up 3 administrators.  One that owns the job, one that owns the rule and another for notification purposes (Overly simplified explanation).  The admin for notification is  subscribed to the rule.  The rule works as the rule owner gets a notification, but the notification administrator does not get any notification.  I've verified that email works for that administrator account.  I can't find any logging on this to know what the issue might be.  Any hints or suggestions would be greatly appreciated.
