Alert log errors 48316, 48122, 27041

I'm opening this in DBA subscription because it has been a problem in the 11.1.0.6 database before upgrade, and I'm getting more information in the 11.2.0.3 alert log post-upgrade.  It didn't appear to hinder the upgrade, but the errors are clearer.

Environment: RHEL 5.2, Oracle RDBMS 11.2.0.3 (upgraded from 11.1.0.6)

Post-upgrade (no errors in manual upgrade process until this):

1) utl112s.sql reports 24 "object or view does not exist" btween displaying "Oracle Server" and "JServer JAVA Virtual Machine.

2) ALERT log shows "ADR Block unwriteable" -- an error that existed prior to the upgrade, and is -- I believe -- unrelated to it

ORA-48316: relatoin [DFW_CONFIG_CAPTURE] unavailable or cannot be created
