Odd error when trying to unblock an Agent in EM12cR2.

 I've got a blocked agent and when I go to 
"Setup" => "Manage Cloud Control" => "Agents"

and try to unblock then I get asked if I want to unblock it and then I get the following error in a pop up window:

ORA-06550: line 1, column 22: PLS-00302: component 'GET_UPGRADABLE_AGENTS_COUNT' must be declared ORA-06550: line 1, column 7: PL/SQL: Statement ignored

Has anyone got any idea what could be causing this? I did recently apply the patch p14840279_121020.
