"Invoice for same dollar amount already exists"

I have a cancelled manual invoice that is Partially accounted.

When trying to complete accounting from the Invoice Workbench I get the message "WARNING: An Invoice for the same dollar amount already exists for Supplier" and accounting does not complete.

The same invoice is not accounted by the Create Accounting concurrent process.

I've found no information on MOS.  Has anyone encountered and solved this issue?
