move order for shipping issue

We have a stuck move order in the “active” state that we can’t process.  we were in the middle of the transaction when  telnet “bounced” and locked up the record.

it won't let us back order the line because of the "active" state.

this is ready to ship, but we can't do anything with it in this state.
