Switch Responsibility delay differs per user

 I am running into a performance issue where switching responsibility (pressing the HAT icon) for 1 user takes between 10 and 15 seconds, while for another user with the same set of responsibilities or even more it just takes 4 to 5 seconds.
Any idea what can cause the difference? Could Profile Options set at User level cause this/
