Cannot initialize Solaris 11 Software Update Library

I am running OC 12c on SPARC Solaris 11.1.  I am running in disconnected mode.  I would like to initialize a Solaris 11 Update Library.  I have a local IPS repository that I can use as a source.  However, if I try to initialize the library by pointing to the local IPS repository I get this pop-up error after going through the process and hitting the "Finish" button (I obscured the local IP address):

javax.management.InstanceNotFoundException: com.sun.hss.domain:type=VirtImageLibrary,name=NORM-nfs$//XXX.XXX.67.90$7272/export/repoSolaris11/ object name is not registered

If I try the same thing and instead configure to use the Oracle repository, I get the exact same message.
