Payroll Integrities for World

Our payroll department is very decentralized.  Can someone tell us the best practice of running payroll integrities?  Can integrities run when there are payrolls processing or is it best to run integrities when no payroll is processing?  I would have thought it would be "safer" when no payroll is running however the World Documentation 7.3 says the following: (I am hoping for Oracle's recommendation on this issue).

You should run payroll history integrity reports during the final update step of each

payroll cycle. The versions of these reports that you run during final update should be
