Peoplesoft ePerformance-Email Notification not fired after Create Doc process

Hi-

We are using Peoplesoft 9.1 and started to have problems with our email notifications for eperformance,  The process worked in the past but has since stopped working correctly. 

Issue-

When the Admin create the documents via Group ID none of the managers are receiving  email notification that the doc  has been created but the document is displayed in their Current Documents folder under MSS. The manager is able to submit  doc to employee  and vice versa with not issue and email notifications are being generated.  It appears the initial email to the manager from the Admin is not generated.

Any help would be greatly appreciated..
