Unable to generate Collection Package in R12

Hi all,

Background info:  

- upgraded from R11i to R12.1.3. 

- Setup is the same as R11i

Issues:

- Unable to generate the Collection Package , the outcome has only a few lines (not the same as R11i) , missing the content or code from the package.

- Also, we have the java error Oracle Framework error message.

Has anyone encounterd the same issue before ?
