How do we personalize the selfservice page conditionally

We have a requirement to make the 'Receivable account' as mandatory at the customer site level only for 'Bill To' site use code. In R12 customers form is selfservice page and we do not know how to make the field mandatory only for 'Bill To'. TRied to use the SPEL code (${oa.ArBusPurAllVO.IsSiteUseCodeLikeBill To}) bet getting error .
