what is link to download oem agent for windows x64 and client binaries?

i need to install the dataguard observer on a client windows x64 server -- i also need the windows agent so that my oem 12c2 will be able to recognize that windows server...my databases are 11.2.0.3 and linux....

i can't find the download that has the 11.2.0.3 client binaries plus the agent for 12c2 download....
