eProcurment Create Requisition Bread Crum issues TopDown Navigation

We are changing from the Left Navigation to the Top down Navigation in FSCM 8.9 Bundle 24, Tools 8.51.12.  When we go to select the eProcurment Create Requisition our Bread Crumbs disappear.  We did have our own Branding activated and we have now disabled our Branding and are using the delivered Branding and the bread Crumbs (top Menu) disappear.  The user can go ahead and enter a req, but after that they have to log out.  It is almost as the left navigation is over writing the top menu.  Can any one point me in the wright direction?
