Inactivating Items

We have a situation where we want to inactive an item from the business unit for inventory.  we still want to order the item just not stock it in inventory.  When we go to inactivate we get the cannot be changed because it is on a PO_LINE and RECV_LN_SHIP.   It will always have something open because we still want to order it.  how do we get it to close in the inventory business unit.  It keeps causing shortages even though we have the future date to inactivate.
