OTL: Preferences - Added Eligibility Criteria for person and it appears to be applying to all employ

Hi,
I added an eligibility criteria linked by person and it looks like all employees are able to update retro timecards instead of only the person that I assigned the rule to. Anyone have an recommendation on how I can correct this? Please let me know if you have any questions. Thanks!
