2012 Payroll Year-end - Mag Media R8907865 EFW2 Question

Program: R8907865 / XJDE0001 - Processing option question re definition of what is needed the  "Unique Identification Number" field.

When trying to build the mag media files for your year-end IDs, you end up running the R8907865 federal EFW2 Electronic Filing Build program.  The first processing option on the default version (XJDE0001) of the program asks "Enter the eight character User ID".  The year-end manual (Page 7-22 Section 7.4.8.1) provides no further details as to what this user ID actually is.  I think it might be the government assigned USER ID for the gov't web site when you upload the file.... or what? On-line field level help is useless in providing clarification.
