Direct Upgrade from Oracle10gr2 to 11gr2

Hi
We are performing an upgrade from Oracle10gR2 to Oracle 11gR2 using RMAN
After the database clone we are running catupgrd.sql which is failing at

Select to_number('DATA_VAULT_OPTION_ON') from v$option
                             *
Error at Line 1:
ORA-01722: invalid number

Can you please help/advise what is going on?
