R12.1.3 missing R12.ATG_PF.B.delta.3

On our EBS 12.1.3 environment, we are trying to apply patch 14162290 (14162290 (PA R12.PJ_PF.B.delta.5)
Per Doc ID: 1470018.1
Requires Preq. patches:
* R12.AD.B.delta.3
* R12.ATG_PF.B.delta.3
* R12.PJ_PF.B.delta.3

As far as we know, R12 12.1.3 should already have the R12.ATG_PF.B.delta.3. The patch 14162290 is complaining that we are only at R12.ATG_PF.B.delta.1
