Veridata Configuring Roles and Users

Per the Veridata Administration Guide I should be able to create Roles and Users.  When logged in with the admin user, created during the install, I do not find the links to add users.  Is there another web user of which I am not aware?  When I try to login to the Web via the userid created for the DB, login does not succeed.
