S11 zoneadm locking issue

in Oracle Solaris System Administration (MOSC) Question
 Hello,
I have an S11 system's zone with this error: unable to lock /system/volatile/zones/<name>.zoneadm.lock: Resource temporarily unavailable
I found some bugs about zoneadm locking problems race conditions and others but they have been fixed in S11 U1 and server has the Oracle Solaris 11.1 SRU 4.6

I see these lock files exist:
-rw-------   1 root     root           0 Mar 13 11:51 /var/run/zones/global.zoneadm.lock
-rw-------   1 root     sys            0 Mar 14 11:57 /var/run/zones/<name>.zoneadm.lock

Do you know of bugs that are not fixed S 11.1 SRU 4.6?
