Complex report structure- Applicant F08401 and F00092

I need to do a report as shown in attachment "1.Expected.pdf.". Is it possible to format like this ? I am using E1 8.12 and Tools release 8.96.40.I know, I can do the same report as shown in attachment "2.Doable.pdf", but my client need it in the first format.

Can you please suggest some techniques ?
