Outlook Email Integration issue

Hi,
I have an issue with Outlook Email Integration application. The issue is that many of our users do not have Admin rights on their local machine and so we had to create a self installer that allows those users to install the OEI application.

The issue is that when they try to use the OEI application, they are getting an error "Soap Connector cannot be loaded or created". Searched Oracle support and found the article stating the below:

Do you have an Administrator user account on your computer? If not, OEI cannot access the XML Soap Connector that is included in the OEI installation. To resolve this issue, your Windows user account must be set to Administrator first, then uninstall OEI. After uninstalling, download and install OEI again (while still an admin). Next run OEI the first time while still an admin so the registry gets set correctly. After doing the initial run, your Windows user account can be set back to limited access and OEI will still work.
