External Use on Business Service

Hi,
We have External Use property available on Business Service.
What is the significance of this property?
The documentation does not clearly highlight the benefits/impacts of this property.

If for vanilla business service "SLM Save List Service", if I set this property to Y, will there be any regression impact of this change?
