need password for patch

Hi need the us and FRC password for patch 14498179. We get the following error when try to open a requisition number in iProcurement. Full error attached. We would like to apply patch 14498179. We are on EBS 12.1.3.
oracle.apps.fnd.framework.OAException: oracle.jbo.AttributeLoadException: JBO-27022: Failed to load value at index 51 with java object of type java.lang.String due to java.sql.SQLException.

I should also add this started after applying the follow patches. These patches came from running the recommended patch process in the R12.1.3 patch wizard.
