US PAY: Adjust Tax Balance form does not accept FIT & SIT when FIT Tax Exempt and SIT Tax Exempt are

We are on Enhanced+Wage Accumulation on 12.1.3. For Employees who are exempt from FIT and SIT taxes, adjust balance form is not withholding FIT and SIT taxes.Our expectation is, since it is balance adjustment, it should take FIT and SIT taxes though the employee claims exempt from them. Is our expectation wrong? Pls let me know.
It used to work as expected in 2012 but not any more. It seems like some patch might have changed the behavior of the form.
