Labor Costing Process

We have a requirement to restrict Transaction Source LOV in PRC: Transaction Import for specific responsibilities.

Example - Responsibility A should have access to run PRC: Transaction Import only for Oracle Time and Labor and Responsibility B should have access to run everything except Oracle Time and Labor.

I understand, we can change the Concurrent program parameters to acheive this, but can you all think of any other standard way of doing it?
