Error when updating Baseline - User does not have edit privileges on Activity Code Type

I am looking for some advice on how to fix this error.
I have checked my Security Profiles at both the Global and Project level and I have permissions to update Baselines, Add and Edit and Activity Codes. I do not have rights to Delete.

The reasoning for updating a baseline, instead of taking a new one, is to retain the previous BL dates for reporting, whilst adding further activity codes to existing and new activities as the planning uncovers them. Most of the time this does not constitute a Change Request.

Any advice would be welcome.
