Create Accounting Disabled in Receipt Batches form

Hi All,

We see that 'Create Accounting' option is disabled in 'Receipt Batches' form by default. Is it the intended functionality? We have already checked menu exclusions for the concerned respnsibility and could see that XLA View Accounting is not present. In turn we see the function SLA: Create Subledger Journal Entry excluded. Is this the reason for the function being in disabled form in tools menu option? Also we have not done any personalizations to enable/disable the same. We are only trying to understand if this is standard functionality. Or will these options be enabled if opened from some responsibility like
