Security for Journal Approvers

Oracle EBusiness 12.1.3

I am working on setting up security on a new implementation.  We want to have a responsibility that can Approve jounral entries and Post the entries but not create or edit the entries.  What do I need to set up in the Responsibility to accomplish this?  Thanks for any help you can give.
