how to set oracle home when all that was installed is oracle client -- for fsfo alternate observer

ok...I hope someone can help me...according to the instructions below...I installed the Oracle Client using Administration -- then I pushed out the oem12c2 agent from our oracle grid...but when I try to configure the alternate observer in oemgrid ....it doesn't show the oracle home and says that the oracle home hasn't been discovered...I didn't have enough room on this small server to install the full blown 11g software kit

if I HAVE to install the full blown 11g kit to get it to work....is what I need in the express edition?  since this will be on a server that isn't oracle licensed...I was told that it could be on a server that we didn't have oracle licenses....
