Apache not starting - CGI logging working but Full login is not working

Folks,
Not sure if this is the right forum but I will start here. This is my test system and was clone sometime ago but the full login has not work since cloning but the full login does. While playing around today I noticed the Apache log in Test was different than Prod.

The Test log file (adapcctl.sh) seems to indicate Apache server has started but in fact it is missing 2 crucial lines that were in the Production log file.

Apache Web Server Listener :httpd ( pid 7714 ) is running.
Apache Web Server Listener :httpd ( pid 7828 ) is running.

And I think this is why I cannot get my full login to work.
