11G R2 Why is the status of Moving Window Baselines is always not valid

Greetings All;    I just the set the Moving Window Baselines for adaptive threshold in Statistics Management>AWR Baselines by OEM.
But I observe the status of valid is always display 'No' for a long time,  how can I change this value to 'Yes'.

Any suggestions where I might start looking to track down the problem?
