10.1.3.5 patchset patching is failing with OPMN port information is unavailable

Hi All,

We are upgrading 12.1.2  to 12.1.3 , as part of techstack upgrade , while applying 10.1.3.5 patchset ,

The instance is recently cloned from production and while trying to apply the 10.1.3.5 patchset  it is failing with below error, any ideas where it it picking the default values and how to fix this.

OPMN port information is unavailable. The installer will use default port information of {production host.domain:port}. 
If this default is incorrect then the configuration assistant(s) will fail. If the install fails while running the configuration assistants then once the install
is completed please rerun the failed configuration assistants supplying the opmn port information. This can be obtained via the command opmnctl status -port.
