enabled auto statistics collection on dev/qa/pilot/prod environment. However none of them function r

I have enabled auto statistics collection on dev/qa/pilot/prod environment. However none of them function right.

For example:

the next_start_date is behind after couple days good run:
MAINTENANCE_WINDOW_GROUP       TRUE                  7 22-MAR-13 10.00.00.000000 PM UTC                                Window group for Automated Maintenance
ORA$AT_WGRP_OS                 TRUE                  7 22-MAR-13 10.00.00.000000 PM UTC                                auto optimizer stats collection
ORA$AT_WGRP_SA                 TRUE                  7 22-MAR-13 10.00.00.000000 PM UTC                                auto space advisor
ORA$AT_WGRP_SQ                 TRUE                  7 22-MAR-13 10.00.00.000000 PM UTC                                sql tuning advisor

And then I would restart the scheduler thing by running following:
SQL> @?/rdbms/admin/catnomwn.sql
SQL> @?/rdbms/admin/catmwin.sql
SQL> @?/rdbms/admin/utlrp.sql
