Patch 12803250:R12.AP.B - Oracle Payables:12.1.3- Error - Updating Oracle Applications Java files if

Hi All,
As per the below reference we tried to aply the patch in 14302307:R12.JAI.B in the new clone
E-Business Suite Release 11i & 12: Reverse Charge Mechanism for Service Tax Under Notification#15 & 30 (Doc ID 1472532.1)

While applying pre-requisite patch (patch 12803250:R12.AP.B)the patching activity has been FAILED due to java missing file error.

Error Message :
Updating Oracle Applications Java files if necessary...

AutoPatch error:
File META-INF/JRIMETA.DAT is missing. Full pathname is:
"/preprod/apps/apps_st/comn/java/classes/META-INF/JRIMETA.DAT"

AutoPatch error:
Error updating master archive


PFA....pre-requisite patch 12803250:R12.AP.B logfile for further error details
