API to create planned order

Hi all,

I have a need to create firm planned orders in ASCP plan from a file upload before the plan is launched. Is there any private or public API that can be used for this purpose?

I cannot use the legacy collection because it only supports MPS planned orders and MPS planned orders does not blow down the supply chain bill.
