Waived and Not Applicable missing from Declarations

Hello

Hopefully this is a simple problem. For PG&C module, there are Declared Compliance status's of "Waived" and "Not applicable" available on the Compliance Tab of parts and Mfrs Parts. However for Part Declaration object these choices are not available on the Item or Mfr Part tabs. The only choices are Exempt, Non-Compliant and Compliant. How do I enable these Compliance status's to make them available so that I can declare Parts or Mfr parts as Waived or Not Applicable. I can't seem to edit the list. See attached for print screens.
