Orders getting backordered

We are trying to ship out so# 1772530 to Europe on Monday and there's an issue with item # 50051-004.
On hand balances are quantity of 12 in PFGI subinventory and -230 in INTLQRN. This is netting to -218 and not allowing him to pick release out of PFGI where he has the product.
Not quite sure what's going on with INTLQRN and if it's supposed to be negative.

Quantity on Order is 12, so it should get shipped from PFGI but is not getting shipped
