OTL: Question on Timecard Validation

I am new to OTL and got an issue raised by the business user. We are on 11.5.9. 

Currently, in OTL today, when a user submits a time card and decides to edit the time card within the allowed 28 day window, the system will not allow the re-submission of the time card if one of the projects moved to Delivery Closed / Closed status between the original time card submission and the modification date.

For example:
User submits 20 hours to project A (active status) and 25 hours to project B (active status)...
Cost loads to OP correctly
Project A goes to Delivery Closed
