11.5.10.2 : Apply Patch 8484679 clarification on Readme

Hi,
by Reviwing the Readme Patch  8484679 i found the following note

 IMPORTANT
---------------------------------------------------------------------------
The instances which are/will be upgraded to 12.0, will need to have patch
8513181:R12.WSH.A applied to retain the fixed behavior

Please i need clarificarion about this IMPORTNANT NOTE since
i couldnt find the mention Patche 8513181 under Patch tab.
