Payroll error message: EE Locked To Another Payroll

Testing payroll in our 9.1 environment. EE is not being brought into PrePayroll. Review Messages says he's locked to an Interim payroll.

We do not have Merge Interims set.
He has hours for this payroll.
I have reviewed the following, and there are no "stuck' records: F0709, F07350, F07351, F07352, F07353.
The only place I can see him "stuck" is in the F07355 - the messages file. I delete his record.
Run pre-payroll and he is still locked; the record in F07355 has returned.

Are there other temp tables in 9.1 now that I need to review for stragglers?

Is it time to open up a SR?
